To call the shots significa mandar, tomar as decisões. Exemplos:

“I want to talk to the person who call the shots here” (Eu quero falar com a pessoa que manda aqui).

“He isn’t in a position to call the shots here” (Ele não está na posição de tomar as decisões aqui).
